Por curiosidad he pedido por telnet un tarball a CPAN y las cabeceras 
son estas:

Has probado a usar esos dos ultimos en vez del tipo MIME que usas? La 
verdad es que solo intento lanzar ideas, porque el codigo en si se ve 
bien en principio.
