Fortunately, due to the miracle of open-source software, this situation 
is correctable.

Earlier this month I had some correspondence with JT concerning 
Windows-1252 encoded characters showing up weird in email messages.  He 
provided a link to the code he's been using to help organize YAPC and is 
willing to accept patches:
