[tpm] CPAN API: new github home and wiki

Mark set up a CPAN API organization this evening as well:

If you'd like to be added to this project just contact Mark or me with your Github username.  I'll be setting up a mailing list + cloud instance over the weekend.  At that point we'll move discussion off this list, but I wanted to make everyone aware of this in the meantime.  I've moved Phillip's notes over from the iCPAN wiki to this new wiki.
