[sf-perl] lack of perl in config management - problem?

I'd love to hear more about this.  Perl seems to be able to create
some pretty strong DSL's (e.g. Moose).  What's going on in a Ruby
based tool that's so special?

Is it something about Ruby or the Ruby community?
