[sf-perl] Server downtime reporting and recovery

Thanks to everyone for the advice.  I think I'm going to replace my
current setup with a combination of Nagios and some external service
like Pingdom or Site 24x7.

I feel a little more comfortable with the idea, since everyone seems
to agree that Nagios "just works" after initial configuration. It also
sounds like it will make the sysadmining relatively less painful in
the long run.
