Allow me to point you and the original poster at Socialtext Open.   
I'm the developer in charge of the open source release.

Lots more powerful than Kwiki, multiple workspaces, Wikiwyg editor,  
email notification, tagging, attachments, RSS/ATOM, etc etc etc.   
SOAP and REST APIs coming soon.

And it's all Perl and open source.
