Joe's suggestion is definitely the right way to go.  

However, if you aren't aware of Perl hashes, you are missing a 
large chunk of the power of the language.  

my %months;

# there are more elegant ways to initialize a hash
# but this will do:
$months{'jan'} = 1;
...
$months{'dec'} = 12;

...

$num = $months{lc($q->param('month')));
