Ах, это. Тогда, если я правильно понял, это имеет смысл только если
уже есть модуль с таким именем, чтобы никто не залил Net::LWP c троянами ;)

На практике тем не менее, у меня есть вагон незарегистрированных модулей,
которые прекрасно и ищутся, и устанавливаются. Т.е. если сильно хочется,
то можно регистрировать конечно. Но разницы практически нет.
