Twilio supports this service. I don't know their rates but they are very competitive on SMS rates. I wrote a Twilio SMS driver on CPAN.

If you have hardware like a RAS (e.g. Patton) you might be able to do something without the middleman service but I doubt it would be as cheap as what Twilio provides.

 I looked into doing something like this over a modem at one time but it did not seem possible.
