Bloxsom is very simple. 
If you are interested in creating a really minimalist blogging system,
my suggestion would be to download it and install it
and then do something trivial with it.
At that point,
you could very well feel like writing your own.
I don't think writing your own would take long.

My thought is that blogging is
likely not that useful for the average site.

For me, it's main use is for sharing ideas, feelings, etc.
(artistic, technical, political -- it doesn't matter)
in their formative stages.
For example, 
I might well read a blog by Larry Wall
where he shared his thoughts on Perl day by day.

Aside: As far as I can tell Larry Wall doesn't have a blog.
