[Cincinnati-pm] August Virtual cinci.pm

Hey Kevin, that's something I'ld be interested in.  The command line is 
one of Perl's most important and powerful abilities IMO.  I use Cygwin 
on Windows (as everyone should) so I don't use Perl very much from the 
Command Prompt.  In my experience that is an ActiveState specific 
subject.
