That would be an excellent compromise. ONE email that permits people to
opt in, and leaves alone those who don't, would seem like a fine solution.

The list allows the community to talk to each other.

The blog allows the organisers to broadcast what they believe people
should hear.

Both have their place. But we do need *both*, in my opinion.
