Is this a webapp that has to be installed in many places, e.g. by your customers? Or is it installed in a single place?

If the latter, then I don't understand. This will install and test it:

    % cpanm Moose

And once a year or whenever you upgrade your CPAN stack, the same command will upgrade and test it.

What kind of activities would you have to do to "support/maintain" Moose?

Your webapp already depends on a huge stack of code, namely Perl and C/Unix*, including lots of stuff that you never use. I'm assuming that it doesn't bother you or require maintenance. Moose is a biggish module but is vanishingly small compared to that stack.
