[oak perl] CGI::Prototype module

Nothing to be embarrassed about. The timing of
CGI::Prototype is good, considering all the attention
"Ruby on Rails" and AJAX are getting. Now Perl is
represented in the web app framework space.

Mr. Schwartz does credit Geekcruises.com and an
"unnamed large university" for funding the module.
