[pm-h] Windows Shebang

This is the "windows" version of the shebang.  This line is necessary for 
the script to run even in window.
#!c:/perl/bin/perl.exe

What I want to do is to replace this line with the linux version or path to 
perl yet it still run on the windows machine.
