[pm-h] Projects page added to the website

I have added a new section to the Houston.pm website that we can use to track
projects for the group.

This page has information about one active project, the Delcom VSI/LibUSB
project, and two suggested projects, Sudoku solver and Bayou-Cam.

If you would like to work on one of the projects feel free to contact the
project lead, or me if the lead is not listed or not available.

If you have a project you would like to list on the site in hopes of getting
other members to help or to have a place to put docs and code, email me and
I'll help you get set up.

Feel free to comment on the new area to help me improve the look, the content,
or the number of projects.
