Good question.  Odd, I've not used it much, but the few times I have
had to it's been on CentOS systems.  Looks like CentOS (or most likely
whatever RedHat-based package they get it from) enables it by default.

Indeed, it took me awhile to realize why my cron job wasn't working
when I first ran into this.
