There's rtf2html and rtf2text, but nothing to go the other way that I
know of.

OS X's TextEdit deals with RTF.  Failing that, maybe something like
Abiword can save as RTF for you?

Word does open plain text, Microsoft hasn't yet attempted to relicense
ASCII. :)
