[yapc] Being A Perl Release Manager

Abigail will give a talk at YAPC::NA_2012 described as:
     For a long time, all Perl releases were done by the pumpking.
     However, in recent years, we have streamlined the process, and now
     everyone can do a release of Perl, and get his/her 15 minutes of
     fame.
     In this presentation, using my experience in releasing 5.15.9, well
     show what it takes to make a Perl release.
