In this case it probably is. They didn't reject anyone. That, to me is a 
cause for concern. I come to conferences expecting to see quality 
presentations. Yes this is a community event and we are all amateurs, 
but by accepting all presentations it means there was no vetting 
process, no selection criteria and no general theme. 5 tracks might just 
be too many for a small 300 person conference.
