[Wellington-pm] Module CGI-Application-Muto

Hello,

For a long time I've been feeling bad for the reason that I haven't 
contributed anything to CPAN. Is fair to say that if CPAN didn't existed 
then Perl wouldn't be what it is today.

For the current project I'm working on, I'm using CGI::Application, but 
I needed some special features on it, and I implemented them in a module 
and just made that module public:

So there it is, my first contribution for CPAN. Comments, suggestions, 
critiques on it are more than welcome.
