I'm not well versed in the ways of Windows, but I wouldn't have thought
that a service would have any connection to the command window that was
used to start the service.  If your program needs to send any sort of
message to the user via the screen (rather than the event log) then it
doesn't sound like a service.  Perhaps you'd be better off implementing
it as one of those irritating thingies in the system tray.

Thankfully I haven't seen that dialog in a very long time, but I don't
recall it saying even which service failed to start let alone why.
Perhaps it's more forthcoming in recent versions of Windows.
