[Vienna-pm] WoC Idee: Changes.yml

Hi!

Auf use.perl gibts wieder mal eine Diskussion ueber Changes-Files und 
deren (zZ nicht vorhandene) parsability:

Das war doch was fuer eine (enfache) Winter of Code (WoC) Bounty 
(einfacher als eine SOAP-Implementierung..):

- Setup/decide on a place to discuss this issue (mailinglist and/or wiki, ..)
- Define a simple Changes.yml format (der vorschlag von RGiersig
  http://use.perl.org/~RGiersig/journal/34370/ ist IMO zu komplex)
- Write a Validator (Test::YAML::Changes (cf Test::YAML::Meta))
- Write Plugins / expand various tools to make it easy to generate 
  entires
- Write a CPANTS metric to raise acceptance :-)
