It is a requirement of successful installation of DBD::Sybase.  Well, other
commercial Sybase-protocol-speaking libraries would work too.

But somehow I feel like i must be missing the point of your question,
because the DBD::Sybase author would certainly be aware of this already so
if this was all you needed he would have pointed you at it.  (Right?)
