[tpm] Perl getting the output from .Net apps

That would make it a cygwin issue, and relatively recent one at that. The thread contains some interesting attempts at explanation. 

If so, a Windows command prompt version would not have that problem, although you'd need to muck about with the syntax to get it working under cmd.exe.
