[tpm] Renaming the Freshwater-Perl org on Github

Hi Folks,

As part of the plan to rework the web site, I think it would be handy to move the code over to a Github org, where a bunch of us can manage it rather than having to go through one person.  Mike is on board with this.  Since we already have the Freshwater::Perl org and it already has a bunch of us listed as owners, that seems like a good place to go.  As part of that, I think we should rename the account so that it better reflects the group rather than an event which has not (yet) happened.

"tpm" is already taken, but "toronto-pm" is available.  The catch is that the org can only be renamed *once*, so we have to get it right the first time.  The FreshWater wiki can, of course, remain in place for future reference.  Thoughts?
