AFAIK, you don't need an account. If you don't use an account though
you'll have to register your application at <http://dev.twitter.com/>
to access the API

There aren't any channels per-se. There are user & search streams.
Searches can be simplified a bit by using hashtags... like #perl or
#kungfu. The best way to get started is to create an account (even if
you don't intend to keep it) and experiment... especially if you're
going to write apps that use the API.

I haven't really used any of the Net::Twitter modules since before
OAuth was enforced and can't really give any up-to-date help or info
on the module. Last I checked, Mark Mims (the modules' author) was
active on the twitter-dev mailing list* & responded to help requests
when they popped up (use Net::Twitter in the subject line ;-)
