[tpm] Google Summer of Code

Earlier this year there was some talk of Google Summer of Code, mentoring etc and how TPM could get involved.  It turns out that the MetaCPAN project, which came out of some of our efforts late last year now has an interested student, who is putting together a GSoC proposal.  So, in a roundabout way, TPM could be involved with GSoC.  His proposal ideas are listed here:
