[tpm] wrapping up the new web site

Just as a follow-up to our last meeting, I think we don't have too much to do on the coding end of things in order to get the new site online.  IIRC, we're still waiting on Stuart for some of the XML functionality.  Is this correct?  Anything else that is holding us up?
