I believe so.
By default homebrew puts stuff in /usr/local/... so if /usr/local/bin/ruby is first in your path then it should be picked up first.
The benefit (or drawback) of homebrew is you wouldn't need the sudo.
My set-up is a mess due to switching back and forth between cinderella and homebrew, so my rc files have some cruft in them I should have cleared up a while ago :-(
