following up on my own post...
It turns out that (I think) there were problems in the _early_
version of Net::SMTP I had on my system that didn't properly
handle lists of MTAs.  I see that a newer version has re-written
that part of the code.

Once I upgraded my Net::SMTP, I could successfully use the approach:

Net::SMTP->new(\@host_list, ... );
