The rumours I've heard is that it's being put on by a bunch of people who were
very sad that OSCON chose to move away from Portland this year; and who felt it
important to still have an open source event there anyway.

I was under the impression that it was going to be scheduled more time-proximate
to OSCON, which would have been awesome for me, but it certainly sounds like
it'll be a fun event.
