SPUG: non-Root CPAN Config; easier way?

Well, I'm not responding to this, because:
1. Of this:

2. Because it looks like you've already gone through the man page, which
is what I would have done.
The only thing I have to add is that when I tried this on a system where
I don't have root access, it wanted to rewrite my
~/.cpan/CPAN/MyConfig.pm because it didn't know about caching metadata.
