[Spug-list] Changing subj. to SPUG from [Spug-list]

Now that I've got control over the new list configuration, I'm setting things
back to the way they were, to make life easy for those who haven't changed
their procmail filters yet, and, sadly, a little harder for the 3.5 people
who already have.  This means SPUG: will be at the beginning of all
messages again, just like in the good-old-days.
