SPUG: Why aren't they hiring?

I interviewed several people for a job 2 to 3 months ago. At least 8 of the 
applicants were highly qualified. We still havn't filled the position for 
internal bureaucratic reasons.

Similar things are probably going on in other organizations, and probably always 
have. It just feels worse when you're on the street.
