SPUG: Delimited or fixed length text file reading

Friends,
	I need to open arbitrary fixed length or (preferably) delimited
text data files for processing, and I was wondering if anyone knew of a
DBD for them, or barring that, if there was some other module I could
use to run SQL queries against them, or barring THAT, a module that just
simplifies reading from them.  I looked on CPAN, but didn't see anything
that looked right.
