Your code looks ok to me, suggesting a perms problem, though you say
you've checked that. Is there any error message or does it just create 
an empty file? 

It might help to look at my Chart::Plot module which does this.  It's
a front end to GD for drawing 2-d line graphs. Look on CPAN, or
probably better
  www.pobox.com/~cgires/modules/
where you can view and play with a cgi demonstration script which
writes files.
