Bill,
That's the way I would solve it. But it still remains to be seen whether
you can open a pipe for the command and have it work on Win32/DOS the way
it does with a shell.
We can figure out all these minor details on Tuesday. Besides we still need
to vote on *which* project we want to do anyway.

Why not just check the $OSNAME variable, and use the
appropriate syntax? We could have two variables:
$nix_quote = a single quote, and
$win_quote = a double quote.
Then, depending on the value of $OSNAME, use the
appropriate quote variable to enclose the command. This
is similar to what I've done for path separators,
end-of-line chars, etc.
