SPUG: I killed CPAN.pm!

Go to any CPAN mirror and go to /CPAN/modules/by-module/CPAN

in that directory grab CPAN-1.50.tar.gz
unpack it on your machine. cd into that directory and then as root run
perl Makefile.PL
make
make install

that should work. check what it says in README or INSTALL to be sure.
