install of DBD::mysql from CPAN fails

RTFM solved the problem. The trick is RedHat 8 and 9 you have to "unset
LANG" before "perl Makefile.PL"

Now I just need to configure mysql and Bugzilla.

I'm trying to set up Bugzilla and I can't install DBD::mysql. Assuming
the module was published with a correct install routine, where might it
be broken on my machine?

The bugzilla docs say I need v1.2209 and CPAN is giving me v2.9002 is
there a compatibility problem?

I also tried downloading the tarball but the install fails the same way.

I have RedHat9, Perl 5.8.0, mysql 3.23.56-1.9
