[sf-perl] Perl host porting

Since CGI is somewhat of the past (let's not start a religious war
here), I can only speak from a Perl/Catalyst perspective: I've never
had issues porting a Catalyst application from one VPS to another.

At http://dev.catalyst.perl.org/wiki/hosting/, we're reviewing
Catalyst-friendly hosts. Pair is extremely expensive, and everyone
loves Slicehost and especially Linode. You get a rock-solid VPS with
360MB of RAM for $20/month, and a bit less if you buy a full year in
advance.
