The history functionality is not HTML. Its JavaScript, and its executed in the browser, which is in most browsers out there (for better or worse). There's a PerlScript browser plugin available (from ActiveState, I think?), but you're not likely to come across too many browsers with that installed, so it is usually not a viable solution.
