[pgh-pm] PAT is doomed

As some of you may be aware, PAT is more doomed than usual.  They didn't
get the funding they needed and now they're slashing services.  But I took
a look at their scenarios for fixing this and their current choice
(increase fare to $2.50 while decreasing service by 31%) seems not to be
the optimal choice.

I figured there might be someone here who knows something more about this.
