I've been to a number (5, 6) FOSDEMs[1] over the last 8 years living in London. It is a massive gathering, and is /*free*/. It's rather chaotic, but there are various open source related SIGs meeting at the same venue at Universite Libre de Bruxelles [2]. It is mostly in English (I don't recall a non-English presentation). ULB is a modest university - the buildings and facilities are not ultra modern, but the price is right - did I mention its /*free*/? Keynote presenters in the past have been Jimbo Wales, Maddog, RMS, Australia's own JDub (Jeff Waugh), Jim Gettys (OLPC), etc, etc. If you're passing through Europe early Feb, then you may want to consider this on your schedule. You can Euro-star from London to the centre of Brussels pretty easily too if you happen to be in the UK [3]. It's in Belgium, after all, and the evenings are often filled with... Belgian beer.
