I can wholeheartedly recommend dslnorthwest.net, Doug Westerveldt's company, reselling Qwest DSL. He's a local Portland geek and DSL Northwest is used by other Portland geeks. They're located downtown so you can go kick them when things go wrong.

Its not the cheapest, $40/month + $5/month modem rental, $20 activation for 1.5M down / 896k up. The service is good and stable. (I avoided the modem rental by using a leftover one from Earthlink).
