Re-engineering the MKPM website

I've looked at Dancer and it looks great - probably a better choice than Catalyst but I wanted to use this exercise to get me into Catalyst
If we find Catalyst too involved, it might be an idea to use Dancer instead

I've offered a Dancer talk for the next tech meet. It includes a static
site generator (called Wallflower) although I've not tried it. Perhaps
worth a look, if I mange to sell you Dancer ;-)
