I'd be making sure that my CGI program was outputting the correct
Content-Type: header - the default is probably text/html and it depends
on what your browser believes ... when accessing a CGI url I'm not sure
how a browser would do type matching based on the url ... would

 http://host/blah.pdf?foo.txt

be interpreted as a .pdf or a .txt?
