Hi Scott.  Here is where the instructions are:

Hmm, looks like the name you'd choose of "Portland.pm" is taken
(Portland, Oregon), as far as subdomains go [1], although that group
usually refers to themselves as "PDX.pm."  Guess you'll have to sort
that out with the pm.org folks. :-/  PDX.pm might be willing to
forfeit that 'portland' subdomain.
