Can't help you for the BE-NL version, but here goes for the
BE-FR, though I'm no expert in national holidays:

and you may also want to add
"Fête de la Communauté Francaise"    => "27.09."
which translates to "French Community Holiday", is obversed only by
the so-said community and applies to schools and diplomatic organisations.
