[kw-pm] for subversion weenies: tweaking "svncopy.pl"

a followup to an older email when i asked for help with the perl
script "svncopy.pl" that you can find here:

in a nutshell, the purpose of that script is to do a basic svn copy,
but allow you to *pin* external references to the revision that they
currently point at -- very handy when you want to tag the current
repository and have all the externals "pinned" to their current
revisions.
however, as i see it (and i'm willing to be convinced otherwise),
that script doesn't handle top-level directories that happen to be
externals. i see no reason why those should be treated differently
but, AFAICT, they are.
can anyone verify that that's a limitation of that script? and,
better yet, how to fix that? i have a case of beer for whoever makes
that annoyance go away.
